Process for New Agency Admissions

ABOUT THE UNITED WAY OF THE WABASH VALLEY FUNDING PROCESS
United Way of the Wabash
Valley (UWWV) annually funds agency programs through a volunteer-driven
annual funding process. Member agencies submit, during the
late fall of each year, requests for funding by program for the
following year.
Additionally, each year
UWWV conducts a process wherein volunteer committees review applications
for the admission of new agencies into its "membership"
of agencies.
REQUIREMENTS FOR APPLYING
UWWV will accept and consider
applications from any organization that:
•is
a 501 (c)(3) not-for-profit
•is
a health and/or human service agency providing health
and/or human service programs
•is
providing services in the Wabash Valley (Clay, Parke,
Sullivan, and Vigo counties in Indiana,
and Clark County in Illinois)
•has
an established Board of Directors
•has
been in operation for at least 18 months prior to the application
•for
the most recent fiscal year, has an external audit
if agency expenditures
for the prior year were over $100,000 or an external financial
review if $100,000 or less for the prior year.
APPLICATION EVALUATION
CRITERIA
Applications will be evaluated
using the following criteria:
Purpose of the organization
and programs
•Demonstration,
within the application, that the agency addresses substantiated
community needs of interest to United Way of the Wabash Valley (UWWV)
•Extent
and manner in which the agency will enhance the UWWV family of agencies/programs
•Degree
of duplication and differentiation of the agency with other programs
and services available under the UWWV "umbrella"
•Ability
of the agency to cooperate/collaborate with other United Way member
agencies, and human service agencies in general.
Organizational capacity
to execute
•Ability
of the agency to develop and operate within annual budgets
•Ability
of the agency to develop ongoing resources
•Depth
of managerial and/or staff resources
THE REVIEW PROCESS
All applications will be
screened for eligibility. UWWV staff reviews each application
to determine if it meets the REQUIREMENTS FOR APPLYING (above).
Those that meet the requirements are forwarded to the New Agency
Admissions Committee, a committee of volunteers that evaluates the
applications to make recommendations to the Fund Distribution Committee.
The Fund Distribution Committee
reviews and approves those recommendations and forwards the decisions
to the UWWV Board of Directors for ultimate approval. Only
the UWWV Board of Directors can admit new agencies. All applicants
receive written notification of the outcome of the review process.
DURATION OF FUNDING
Any admitted agency will
be required to enter into a contractual agreement with UWWV.
That agency will then be eligible to request 2009 annual
funding, if desired, along with current "member" agencies,
during the 2009 funding process. No funding is provided
at the time of "admittance." In fact, no funding
is guaranteed. It will be up to the funding volunteers (Fund
Distribution Committee and, ultimately, the UWWV Board) to determine
if and how much funding to supply each year.
EVALUATION & REVIEW
Any newly-admitted agency
will be subject to the same reporting and review requirements as
those of "member" agencies, which includes submitting
an annual proposed budget (both overall agency and by program),
current audit (or financial review in some circumstances), quarterly financial
reporting forms, and participating in an annual volunteer visitation/review.
